Following the successful evaluation of the proposals submitted under CIRCAT Open Call 1, CIRCAT is pleased to announce the selection of 18 beneficiaries from across Europe.
The selected organisations and academic institutions will now join the CIRCAT community and take part in a six-month support programme focused on the development and validation of realistic penetration testing scenarios addressing cybersecurity challenges across critical infrastructure.
Representing 11 European countries and six different verticals – Health, Financial Entities, Digital Infrastructure, Public Administration, Energy, and ICT Service Management (B2B) – the selected beneficiaries bring together a diverse range of expertise, perspectives and cybersecurity challenges.
Welcoming the new CIRCAT beneficiaries
On 28 September 2026, CIRCAT hosted a dedicated online “Welcome Event” to officially welcome the 18 selected beneficiaries to the CIRCAT community.
The event marked the beginning of a new phase of collaboration between the beneficiaries, CIRCAT partners, experts and mentors. Participants had the opportunity to get to know the CIRCAT team and fellow beneficiaries, learn more about the support programme and discuss the activities and milestones ahead.
Over the coming months, CIRCAT mentors and experts will work closely with each beneficiary to support the development of tailored penetration testing scenarios reflecting their specific needs and cybersecurity environments.
The support programme will cover three main stages:
- Individual Mentoring Plan – defining objectives, KPIs, deliverables and a structured work plan for each beneficiary.
- Scenario Definition – identifying relevant threat vectors and developing detailed and realistic penetration testing scenarios.
- Scenario Integration and Validation – validating the scenarios and developing comprehensive test plans and guidelines that reflect emerging attack patterns and exploitation techniques.

Building a stronger European cybersecurity community
The geographical and sectoral diversity of the selected beneficiaries provides a strong foundation for cross-sector collaboration and knowledge exchange.
By bringing together organisations working in different critical infrastructure environments, CIRCAT aims to facilitate the development of practical and realistic penetration testing scenarios that address the evolving cyber threat landscape.
The experiences and insights generated through the beneficiaries’ work will contribute to CIRCAT’s broader mission of strengthening cybersecurity resilience and supporting the protection of critical infrastructure across Europe.
The journey begins
The selection of the 18 beneficiaries and their welcome into the CIRCAT community mark an important milestone for the project.
We look forward to supporting all beneficiaries throughout their six-month journey, facilitating collaboration with CIRCAT experts and mentors, and sharing the knowledge and outcomes generated along the way.
Welcome to the CIRCAT community! We are excited to have you on board.
